Marker and Send Time Meaning
I am looking at my employees location. The marker places them at certain location, however the information says: Send Time: 42 min, 39 sec ago. Why is this happening and why it is not refreshing? Is it possible that the app is being turned off? All this is on the web.

Hi,
most probably the tracker is either turned off, or the phones have a data connection problem. If you want to use GPS you have also to ensure that the phones have clear view of the sky. If there is any problem the tracker usually displays a message in the line above the map or the icon in the Android notificiation bar turns red.
Maybe you should also refresh the page manually - just to be sure that auto-refresh did not fail.

Would that behavior be consistent with being inside of a single story building? Is there anyway to monitor when the app is turned off?

Actually not. The only thing you could do is try to send a remote command in the web portal. If there is a response the tracker obviously is running. Otherwise the tracker does not run or has no data connection.
